COMBOS
The ability to grow your own facial hair really comes in handy here. Temporary
dyes are available if you're not a brunette:

The Costumer
If you can't "grow your own", things get a bit trickier. Casual costumers can
find an inexpensive beard and mustache combo at these merchants:

If you're a purist, the cheap combo is probably not up to your standards.
Kryolan's (expensive) beard style "C" and mustache style "10" can handle all
your facial hair needs, provided you combine them with braids from 'I
Kick Shins.
Also
get some spirit gum to hold everything together:

MUSTACHES
For a cheaper alternative to the Kryolan combo, combine one of the mustaches
below with a long costume beard that you cut and braid yourself:

MAKE YOUR OWN
Only for the hardcore! You can make your own facial hair and get exactly what
you want, but the technique takes some practice. Other than the braids, what
you create won't be reusable. First, you'll need some crepe wool and some spirit
gum:

Next, read the 'Beard Laying' instructions in this useful tutorial from Graftobian.
You'll want to create your braids and bead them before attaching them to your
beard. Jack's beard braids are 4-5 inches long (11-12 cm) and have two
small beads at the end of each one. The right braid has a white (silver or
bone?) bead followed by a green bead. The left braid has a pewter bead followed
by a red
bead. See the beads section for more info.
